Target Euro assisted the involved institutions in identifying a group of pilot projects to be implemented, in collaboration with the IDB Program. These projects included institutional strengthening, urban development, social development, economic development, and the participation of the local population. All the identified projects were analysed up to the pre-feasibility stage  and included an environmental impact analysis and an economic evaluation of the Program.
