The purpose of this consultancy was to design a Matching Grant Program to increase the resilience of the Micro, Small and Medium-Sized Enterprises (MSMEs) of the tourism sector in Belize. This included the review of matching grant programs for MSMEs in the tourism industry, the identification and analysis of market failures, and the identification of potential tourism industries to be prioritized under the MGP.  The consultancy also included, the assessment of the value chain of the tourism industry in Belize, the identification of potential project categories to be prioritized under the MGP and mapping, categorization, and prioritization of all potential projects
