The technical assistance focused on 5 principal components for the historical center, including institutional strengthening for the management of the Development program, the relocation of illegal traders and development of social services, economic development, structural development, rehabilitation of public spaces and creation of underground parking and a communication plan to support program implementation. The technical assistance also included the economic evaluation of all the interventions, and pilot projects and the financial and economic evaluation of the whole program.
